The best WhatsApp tools for agencies
For an agency, the WhatsApp tool is part of the service you sell. Two things decide whether clients trust it: who owns the account, and whether the message bill makes sense. A third decides whether your team can work efficiently: access for several people.
We ranked tools on those three, using each vendor's published plans, and we say where a tool lacks agency features.
| # | Tool | Best for | Price (checked 16 October 2026) |
|---|---|---|---|
| 1 | Tadlo AI | Client-owned accounts and a clean bill | Free (10 messages/day); paid from ₹999 a month |
| 2 | Respond.io | Agencies needing many users and channels | From $99 a month ($79 billed yearly) |
| 3 | WANotifier | Campaign agencies wanting Meta's rates | Subscription, 0% markup; 7-day trial |
| 4 | Interakt | Agencies with Shopify D2C clients | WhatsApp from ₹2,799 a month + markup on Meta charges |
| 5 | Gupshup | Technical agencies building custom flows | $0.001 per message + Meta charges |
1. Tadlo AI
Our top pick
Best for: Client-owned accounts and a clean bill
Tadlo AI's onboarding runs through Meta's own signup, and the WABA is created inside the business's own Meta account, so the client keeps the number and history if the agency changes. Meta bills message charges directly to the client with no markup, and broadcasts show the cost before sending, which makes campaign approvals simple.
Each client account has its own plan, with 2 to 20 seats depending on the plan and extra seats at ₹499 a month. We did not find an agency dashboard, multi-client workspace or white-label reporting in Tadlo's published plans, so agencies log into each client account separately and build reports from its analytics.
Price: Free forever plan with up to 10 messages a day. Starter ₹999, Growth ₹2,499, Pro ₹5,999 and Scale ₹11,999 a month, priced on unique contacts engaged per month. Meta's message charges are billed by Meta directly to your own account, and Tadlo adds no markup. Prices exclude GST.
Strengths
- No markup on Meta's message charges: Meta bills your own WhatsApp Business Account directly, and Tadlo only charges a flat plan
- Built for D2C: abandoned cart recovery, COD to prepaid nudges and order updates from Shopify and WooCommerce (Growth plan and above)
- Instagram comments to WhatsApp chats, which most WhatsApp-only tools cannot do
- Priced on unique people reached, not on every message, so you can follow up without counting sends
- Number health checks every 15 minutes, gradual ramp-up for new numbers and automatic opt-out handling
- Your WhatsApp Business Account is created inside your own Meta business account, so it stays yours
Limitations
- Newer than AiSensy, WATI or Interakt, with a shorter track record
- Commerce automations start on the Growth plan (₹2,499 a month)
- Tadlo AI is onboarding brands in stages, and you request access on its WhatsApp page.
2. Respond.io
Best for: Agencies needing many users and channels
Respond.io gives teams one inbox across WhatsApp, Instagram, Facebook, TikTok, email and calls, with 5 or 10 users per plan. WhatsApp fees are charged separately by usage.
Price: Starter $99, Growth $199 and Advanced $349 a month ($79, $159 and $279 billed yearly), with 5, 10 and 10 users. Enterprise is custom. WhatsApp fees are not included: Meta charges them by usage and you top up WhatsApp credit in the platform. 7-day free trial with no card.
Strengths
- Many users and channels
- 7-day trial, no card
Limitations
- From $99 a month per workspace
- Top-up credit to manage
3. WANotifier
Best for: Campaign agencies wanting Meta's rates
WANotifier passes Meta's fees through at 0% markup and focuses on marketing broadcasts, a fit for campaign-only agencies.
Price: Essentials, Advanced and Premium subscription plans, with Meta's message fees passed through at 0% markup. WANotifier stopped offering its free plan to new users on 27 October 2025 and now has a 7-day free trial.
Strengths
- 0% markup
- Marketing focus
Limitations
- Lighter on inbox and store automations
- No free plan for new users
4. Interakt
Best for: Agencies with Shopify D2C clients
Interakt is common among Indian D2C brands, so many agencies already know it. It publishes its per-message rates, which helps explain the markup to clients.
Price: WhatsApp plans: Growth ₹2,799 and Advanced ₹3,799 a month plus taxes; Enterprise on request with no markup. The ₹999 Starter plan covers Instagram only. Interakt charges its own per-message rates, which sit above Meta's: marketing ₹0.970 / ₹0.958 / ₹0.949 and utility ₹0.160 / ₹0.150 / ₹0.140 on Starter, Growth and Advanced. 14-day free trial.
Strengths
- Familiar to D2C clients
- Published rates
Limitations
- Markup below Enterprise
- WhatsApp plans from ₹2,799
5. Gupshup
Best for: Technical agencies building custom flows
Gupshup's self-serve API adds $0.001 per message to Meta's fees and suits agencies with developers who build custom integrations for clients.
Price: Gupshup's self-serve WhatsApp API plan charges $0.001 per message on top of Meta's message fees, which are billed at actuals. Enterprise pricing is on request.
Strengths
- Low fixed fee
- Flexible API
Limitations
- Developer effort required
- Fewer ready-made tools
What agencies should check
| Question | Why it matters |
|---|---|
| Is the WABA in the client's Meta account? | Ownership and easy offboarding |
| Is there a markup on messages? | Whether you must explain extra charges |
| Can you preview campaign cost? | Client approvals |
| How many users per account? | Your team's access |
| Is there a multi-client dashboard? | Efficiency across clients |
Agency features, honestly
None of the leading tools does everything an agency wants. Tadlo AI is strongest on ownership and billing; Respond.io on multi-user inboxes; Gupshup on flexibility. If you need a single dashboard across all clients with white-label reports, check that specifically before you commit, because we did not find it in Tadlo's published plans.
Billing models for agencies
- Client pays tool and Meta directly: simplest and most transparent; you invoice for service.
- Agency pays and rebills: more admin and cash-flow risk; markups become your problem to explain.
- Hybrid: client pays Meta, agency pays the tool inside a retainer.
Reporting without white-label tools
Export campaign numbers, sends, reads, clicks and opt-outs, into your own report template each month. Clients care about outcomes: bookings, orders and replies, not tool screenshots.
Reminders and sequences
Reminders and follow-up sequences run from the business's own booking or CRM system; we did not find scheduled reminders or sequences in Tadlo's published plans. For service clients, connect their booking system for reminders and use WhatsApp for conversations and campaigns.
