Why the client should own the WhatsApp Business Account

By WordBite Solutions Editorial. Updated 16 October 2026.

When an agency sets up WhatsApp for a client, there is a quiet decision that matters for years: whose business account does the WhatsApp Business Account live in? It is easy to create it under the agency's account for speed. It is usually a mistake.

This guide explains why ownership belongs with the client, what the agency still controls, and how to set it up properly.

What the WABA holds

  • The phone number and its display name.
  • Approved message templates and their quality ratings.
  • The number's messaging limit, earned over time.
  • The billing relationship with Meta for message charges.

Why the client should own it

Trust is the real reason

Clients are wary of being locked in. Telling a prospect "your WhatsApp account is created in your own Meta business account, and you can remove our access at any time" removes an objection before it is raised, and it tends to make clients stay longer, not shorter.

Billing gets simpler

When Meta bills message charges to the client's own account, the agency does not need to front costs or explain a markup. The agency invoices for its service; the client sees Meta's charges at Meta's rates. Since 1 July 2025 Meta charges per delivered message, by category (marketing, utility, authentication, service) and by the recipient's country.

What the agency still controls

  • Building and running automations.
  • Writing and submitting templates.
  • Running campaigns and reporting on them.
  • Monitoring quality and messaging limits.

Setup, step by step

  1. Make sure the client has a Meta business account, ideally verified.
  2. Run the WhatsApp onboarding from the provider with the client logged into their Meta business account, or with the client as admin.
  3. Create the WABA and add the number inside the client's business account.
  4. Give the agency the access it needs through the client's business settings.
  5. Record who has admin access and review it each quarter.

Offboarding cleanly

When an engagement ends, the client removes the agency's access, and the number, templates and history stay where they are. Hand over documentation of live automations and templates so the next team can pick up quickly.

What if an existing client's WABA sits with you?

Plan a migration during a quiet period. Moving a number between business accounts can mean re-registering and resubmitting templates, so prepare the client and avoid campaign weeks.

Access levels

Give the agency the access it needs and no more: managing templates, messages and automations, but not admin rights over the client's whole Meta business account. Review access when team members change on either side.

Questions to ask any provider

  • Is the WABA created in the client's Meta business account or yours?
  • Who is billed for Meta's message charges?
  • Can the client remove the agency without losing the number?
  • Is there a markup on message charges?
